CLUB PROFILE:
The Dufferin Grey ATV Club (DGATV) was founded in 2006 as a not for profit organization to establish and maintain an ATV trail system throughout the Dufferin Grey Counties. The club has 63 active members and 216 associate and potential members. The club is active in all aspects of the OFATV and is a strong supporter of its values and mission. The mission of the DGATV Club is to provide a safe, responsible, environmentally sound outdoor experience for its riders. The club hosts monthly executive meetings, quarterly membership meetings as well as liaising with local municipalities, directs a trail warden program, hosts fundraising events and manages an annual membership drive.

PROJECT DESCRIPTION:
The DGATV Club proposes two projects with the first being to install 6 required gates, appropriate aggregate and top dressing and OFATV signage on a CP trail to ATV’s enthusiast to develop a route from Holland Centre to Chatsworth, a distance of 30 kms (pictures attached to proposal). Phase two of this proposal involves working with the Grey Sauble Conservation Authority to fix up an existing trail in the Markdale area that will remove ATV’s from a municipal roadway. This project involves hiring a consultant to prepare the necessary research and a detailed work plan for the designated areas. Once accepted the Conservation Authority will sign a Land Use Agreement and the necessary permission documents for the work to proceed. With time constraints this work may carry over to 2008.

AUTHORITY TO UNDERTAKE PROPOSED PROJECT:
Phase one of the projects was approved by the CP Trail Committee on June 6, 2007 after the club provided a Risk Management Study. Phase 2 of the project is pending a consultants report outlining the trail development work plan.

INSURANCE WAIVERS FOR VOLUNTEERS:
Volunteers will be members of the DGATV Club and therefore will be covered under the OFATV insurance policy.

CONTRACTORS WSIB CERTIFICATE #:
Available when work proceeds.

BUDGET:
Phase 1 of the project is $3948 and phase 2 of the project is $10,500 for a total of $14,448.
The DGATV Club will contribute $2000, donations and in-kind contributions will be $2448 and the COHV will provide $10000.

OTHER COMMENTS:
Project activity on phase 2 has commenced with the hope of the project being completed in 2007 but the OFATV is advised that this phase could carry over to 2008.

OFATV REVIEW RECOMMENDATION:
We recommend that phase 1 of the project proceed. Once the consultants’ report on phase 2 is approved by the Grey Sauble Conservation Authority then we will provide funds for this portion of the project. We would only provide funds for the trail development portion of this project and would advise the DGATV Club that their contribution be used for the consultants report. If the GSCA does not provide a Land Use Agreement, then phase 2 would not proceed and the COHV would not cover the cost of the consultant.
